Prince Phillip was probably the best prince. I'd say tied with The Beast.

Prince Phillip WAS the best prince. closely followed by the Beast, except the beast was a wuss when Belle was tending to his wounds. plus he had girly hair when he got re-humanified.
What's wrong with girly hair? Girly hair is fun to play with..
Oh yeah, Prince Phillip was freaking awesome. The Beast was cool because of his character.
